The Ethnic Health Systems Strengthening Group (EHSSG), in collaboration with partner Ethnic Health Organizations (EHOs), has released the Essential Package of Health Services (EPHS) 2024 Guidelines to provide high-quality, equitable, and cost-effective primary healthcare across eastern Myanmar and border areas. Grounded in the foundational principles of the Alma-Ata and Astana Declarations, this operational framework is structured across three tiers of care—Community/Health Posts, Village Tract Health Centers (VTHCs), and Referral Centers—ensuring essential medical access reaches even the most remote, conflict-affected communities.

The package encompasses 15 core service areas and 168 standardized clinical interventions, covering reproductive, maternal, newborn, and child health (RMNCH), communicable and chronic disease management, school health, emergency trauma care (including mine and blast injuries), mental health, and rehabilitation. To ensure practical implementation on the ground, the manual couples these clinical protocols with comprehensive logistics manifests listing 144 essential medicines and 104 standardized medical equipment items, establishing a sustainable, standardized blueprint toward achieving Universal Health Coverage (UHC).
